Rehoboth Proposes New Runoff Control Bylaw

Rehoboth voters will be asked to approve a new Land Disturbance and Post Construction Runoff Control bylaw at the June town meeting.

Selectman Rob Johnson noted there has been a “significant development” in real estate in all areas of town within the last few years.

“During the course of construction of individual lots and properties that are not otherwise subject to regulatory oversight for storm water and erosion control under the existing town bylaw and regulations.  The town has incurred damages and other harms to its roadways and drainage systems as a result of storm water and erosion control measures at development sites across town,” Johnson said Monday.  “These circumstances have resulted in necessary costs to the taxpayer of Rehoboth.”

The town is mandating that “all persons, projects, and properties that are subject to the terms and conditions of this bylaw to procure approval of implementation of a stormwater control plan prior to commencement of construction.”

“Ninety percent of what you’re going to do as a homeowner is exempt,” said Board of Selectmen Chairman Skip Vadnais.  “As a homeowner, you’re not going to have any problem. Ninety percent of what you do in the normal course of life is not affected by this but it’s sorely needed.”
