City of East Providence announces RFQ for reconstruction of sidewalks

East Providence, RI – The City of East Providence has rolled out a request for qualifications seeking companies with installation and construction expertise in the removal and installation of hot mix asphalt and cement concrete sidewalks. This would also require installing, resetting and removing granite curbing within existing roadways including American with Disabilities Act (ADA)-compliant ramps.

“Safe, ADA-compliant sidewalks are a necessity for our City’s residents who use them daily to go for a leisurely walk, walk their children to the bus stop and for those pedestrians who walk to work,” Mayor Bob DaSilva said.

The East Providence City Council has allocated $1 million in capital funds towards the revitalization of City sidewalks.

“Any East Providence resident can tell you that our sidewalks are long overdue for some TLC,” Ward 3 Councilman Nathan Cahoon said. “I have worked with Mayor DaSilva since the early days of his administration to revitalize our sidewalks and he has always made this a priority.

“I’m excited to see this initiative get underway,” Cahoon added.
The RFQ is the first step in seeking a preliminary cost estimate for the reconstruction of the City’s damaged sidewalks. The RFQ is due no later than WEDNESDAY, APRIL 14, 2021 AT 11 a.m. The RFQ is available here: https://eastprovidenceri.gov/rfp

 Three (3) copies of statements should be sent in one (1) sealed envelope to East Providence City Hall, Controllers Office, Room 103, Attn: Dawn Kenney, Procurement Specialist, 145 Taunton Ave., East Providence, RI 02914 no later than WEDNESDAY, APRIL 14, 2021 AT 11AM. The RFQ will be publicly recorded. Any RFQ received with a time of 11:01 AM or later will be rejected. The outside envelope needs to be marked RFQ EP20/21-14.

Only firms deemed qualified by the City after review of the qualification statements submitted in accordance with this RFQ will be requested to submit bid proposals.

The construction companies are to have the capabilities and experience to furnish labor, materials, equipment and incidental items necessary to remove existing sidewalk material, installing and or resetting granite curbing and installing new hot mix asphalt and cement concrete sidewalks and handicap ramps and perform all work, in accordance with the City’s project plans and specifications.

The objective of this request is to pre-qualify general contractors for the above noted project so as to facilitate the selection process. If general contractors intend to use sub-contractors to facilitate any of the work described herein, subcontractors must also submit qualifications to be considered. It is the intention of the City to identify what it deems to be the most qualified companies and to subsequently request formal bid proposals from those firms.

The specific scope of services will be detailed in the bid request, and the final award will be based on the lowest qualified evaluated bid price. This RFQ is not a request for a bid. Responses will be evaluated on the basis of the relative merits of the statement. A team of city staff will review responses to the RFQ. The following criteria will be used to evaluate the responses:

• Demonstrated technical expertise of recent projects similar to those outlined in this RFQ, by staff presently employed by the respondent.
• Demonstrated expertise in the completion of similar sidewalk projects.
• Adequate staffing and the expertise to complete the project successfully.
• Financial and bonding capability for a $1,000,000 project.
• Proven ability to work with municipal governments and to complete projects on time and within budget.

Responses to this solicitation should be accompanied with a company brochure, a statement of the company’s approach, a listing of personnel to be assigned to the project along with their background information, a list detailing similar projects with references, and any other information the company deems pertinent in assisting the City in adequately reviewing their capabilities. The completion dates and/or project status shall be provided for all projects listed under the experience section of the submittal.
