DaSilva nominates Michael J. Marcello as EP new City Solicitor and retains Dylan Conley as Assistant City Solicitor

Picks require City Council approval at Inauguration January 8th

East Providence Mayor-Elect Bob DaSilva has issued a press release in which he announces his selection of Michael J. Marcello of Scituate, RI as the new city solicitor. DaSilva is recommending that current assistant city solicitor Dylan Conley remains in the law department. Not returning is solicitor Gregory Dias and assistant solicitor Robert Craven.

Marcello and Conley will assist the City of East Providence in all litigation in federal and state courts. Additionally, the solicitors will act as advisors to the Mayor, City Council and all city departments in legal matters ranging from the application of municipal and state law to grievances and arbitration matters. The appointments of Marcello (as solicitor) and Conley (as assistant solicitor), are subject to approval of the City Council at the Jan. 8, 2019 meeting.

Marcello, a practicing attorney in Rhode Island for more than 24 years, is a partner in the Providence practice of Lewis, Brisbois, Bisgaard & Smith, a California-based law firm.

Prior to joining the firm in 2016, Marcello served as solicitor for the City of Woonsocket where he advised the Mayor and City Council on legal matters. Marcello also served in a civic capacity at the local level, as a councilman on the Scituate Town Council and at the state level as Representative of District 41 (Scituate/Cranston).

While at the State House, Marcello served as Chairman of the House Oversight Committee and Vice Chair of the Judiciary Committee. In 2017, he received the Excellence in Public Service Award from RI Common Cause for his efforts in passing and advocating for open government and ethics reforms.

“Having served with Mike Marcello in the General Assembly, I saw firsthand his work ethic as well as his dogged advocacy for open and ethical government,” DaSilva said. “Mike’s legislative and council experience, combined with his experience in negotiating labor contracts and serving as counsel for city departments will be an asset to the City of East Providence.”

Marcello earned his Juris Doctorate in law from American University Washington College of Law and a Bachelor of Arts in government from Colby College.

Dylan Conley, an attorney with the Law Office of William Conley, Jr., will continue his work with the city’s law department. Conley, born and raised in East Providence, has represented several Rhode Island cities and towns and has experience in grievance arbitration, collective bargaining negotiations and drafting zoning regulations.

His work has included trail blazing litigation resulting in street light utility cost savings to the town of Johnston and acting as lead counsel in both the Rhode Island Supreme Court and U.S. District Court for the District of Rhode Island.

“Dylan Conley’s familiarity with East Providence ordinances, charter amendments, collective bargaining agreements and ongoing litigation will provide continuity to our City’s law department,” DaSilva said. “I am pleased that he accepted my offer to stay on as assistant solicitor.”

Conley earned his Juris Doctorate from Florida State University and his undergraduate degree from Boston College.

The general public is invited to attend the East Providence Inauguration which will take place at East Providence High School at 6:00 pm on Tuesday January 8, 2019. Immediately after the ceremony the public is invited to a reception at the Riviera Restaurant on North Broadway in the city.
